We already wrote of a President that rides an Enfield. Apparently he is not the first one. Notice the disdainful tone of "One of the South American republics". Date unknown, early 1930's.

Great item. This perfectly fits Jorge Ubico, president of Guatemala from 1931 to 1944. He liked to motorcycle around the country dispensing his own variety of justice. The Smithsonian Institution has on display his 1942 Harley-Davidson that may have replaced this Royal Enfield. You can read more about it at the Smithsonian National Musuem of American History blog.
