Following the many items you've found about Royal Enfield's practices during the Great War this seems to be one of relatively few acknowledgements that military needs must come first. It's interesting the degree to which Britain took the war in stride.
What transpires was the massive incompetence and hubris of leaders that did not foresee at all the extent and duration of the conflict. The UK did not start rationing until 1918, when the government realized massive shortages were taking place (hence the coal powered Enfields).
